CATEGORIES OF DISABLEMENT PERMITTING A CARD TO BE ISSUED

Vision
For the vision category, we classify the disabled as people with a central visual acuity of 20/200 or less in the better eye using a correcting lens. An eye with a limitation in the field of vision to an extent that the visual field’s diameter subtends an angle that is lesser than 20 degrees shall be considered as disabled, with a central visual acuity of 20/200 or less.

Hearing
For the hearing category, we classify the disabled as people with no air or bone conduction in both ears; or those with impaired hearing, the use of hearing aids notwithstanding, provided they are incapable of deciphering sound below 80 decibels at 2,000 per sound.

Ambulatory
For the ambulatory category, we classify the disabled using two criteria i.e.

(1) If a person is unable to move without a walker, crutches, cranes, or a wheelchair. The term “unable” is used, herein, in its literal meaning. This means that the applicant must not be in a position to move about, except for short distances.

(2) If the person has a serious gait disorder that interferes with his/her use of mass transportation.

Loss of Arms
For the Loss of Arms category, we classify the disabled as people who lack an arm or hand for reasons related to amputation or anatomical deformity.

Other
We may classify a person as disabled using the provided definition of a disabled person by the US Federal Transit Administration, which states that an individual is considered as disabled if he/she is unable to effectively use mass transportation services or facilities as effectively as others because of illness, age, congenital malfunction, injury, or any other permanent or temporary incapacitation.

Temporary
We can classify a person as having a temporary disability if he/she has a mobility impairment lasting at least 3 months.
The submitted evidence will determine whether a person qualifies to be classified as a person with temporary disability.

General
At our discretion, we may require a person to prove their disability.
